Housing for Protection has spent the last several months exploring how pilots, housing supply and alternative accommodation models connect to the future of asylum accommodation in England.
Drawing on interviews with local authorities, Strategic Migration Partnerships, housing providers, accommodation operators, capital actors and individuals with recent experience inside government, a consistent theme has emerged.
The challenge is rarely a lack of promising ideas.
The challenge is how successful pilots move beyond isolated activity and become adopted, commissioned and sustained within the wider system.
Alongside findings from the work, the session will include reflections from practitioners and leaders working across housing, migration, commissioning and asylum accommodation.
With procurement reform, housing supply pressures and wider system transition activity underway, there is a growing need to understand how promising approaches move beyond pilots and become viable options at scale.
As a feasibility study examining future transition pathways gets underway, this discussion will bring together participants from housing, commissioning and related sectors to explore:
the relationship between pilots, procurement and housing supply
why adoption and scale remain difficult, even where promising models exist
the conditions that may be required for alternative approaches to become viable at system level
what credible transition pathways may realistically require ahead of the 2029 procurement cycle
The discussion is intended as a strategic conversation rather than a presentation of finished conclusions. Participants will have an opportunity to reflect on emerging findings, challenge assumptions and help shape the next phase of work.
